What is the best art software to use when starting a greeting card company?

I am running in to resale issues with some software. If I don't have templates thats ok, I'll 'free-hand' it so to speak. Can I make cards using Adobe Illustrator, bring my art to a print company and then sell?What is the best art software to use when starting a greeting card company?I will recommend Adobe photoshop.
