Their are many programs that will enable to you produce your wown music and arrangements.
Personal preference is
Reason 4.0 - has fantastic in built synths but no VST plug in support and not the easyerst to master
Cubase SX - Best for final mixdown and arrangement, you can also re-wire your VST's through here
FL Studio - more user friendly production software VST support.

I've used both Sibelius and Finale thoroughly.
I only use Sibelius 5 now. So many capabilities and a very user-friendly search guide.
