Where would I start in creating a website where you can access software for a small fee?

I have little knowledge of software programs, but I have an idea. I need to have some software developed for the site. The software already I need is already being used by many companies ( They probably vreated themselves) so would this make it easier to develop? Is there a forum where I can see what programmers have created? There are programs that use the software I need, but I want to combine them all in one site.
