Nowadays you don't need software such as dreamweaver to create content driven websites. Also, dreamweaver is complicated for people with low IT skills. Wordpress/Drupal and the like on the other hand don't need much IT skills, they provide you buttons and such to click on to customize everything on your site.

The basic procesure on using wordpress/drupal to create a website is below:

1) Download a free theme to use, it will be your overall website look and feel.

2) customize everything from website logo, to sidebars, header and footer bars items and menus.

3) Write and submit content, it will either be turn into web pages like 'about us', 'contact us', or turn into blog entries/updates which will be posted in the first page of your website.

I don't know what your website needs to do or if you already have hosting service but here are a few that offer free web pages and include simple tools to create them, as well as allow you to upload your own should you decide at some point you can build something better or more suited to your needs.



freeservers.com - I have used this one before and liked the interfaces. It has been years since I used it though.

angelfire - This has been around a long time. I never used it but it appears similar to others I have used.

You will have ads on your page but it will be free. There may be other alternatives but many are going to be free offers that end up costing you eventually.



If all you want is software then Dreamweaver is probably a good one. I used fronpage a long time ago and didn't care for the way it developed pages. Something simple became a nightmare with all the links and framework, as well as the fact that you had to make sure your hosting service supported frontpage extensions. I don't know if that is the case any longer.

All you do is save you document or project as a Web Page, you can do the same thing in Open Office the free open source Office Suite that is compatible with Microsoft Office. You can even use Power point to create Web Pages. There are so many different options to use other than Web Page programs at your fingertips. You can get free Web Page Templates and probably find some that will fit your needs and modify these.
