What kind of free software can I use to make logos or a specific design?

I want to start screen printing my own shirts and possibly posters, but I want the design to be my own creation. So I need some kind of software that would let me modify or add details to my drawings that I have scanned to the computer? Any suggestions? It's free and it's great. It's basically photoshop for free, and it has a great bunch of tutorials availiable on the net.
